Many Milsurps have a long throat (the area leading into the bore from the chamber) combine that with different bullet weight lengths & shapes & it frequently has a "run up" before contacting the rifling.
The Speer is even worse because of its shape!
Rule of thumb:
Seat the bullet deep enough so that the amount of bullet in the neck is AT LEAST the same as the diameter. For me that about 3.062" with the Hornady 150 Gr bullet. The cannelure is visible as is a short (maybe 1/32") of the bullet behind it.
These are all seated to the same COAL.
