Magnum primers will help with reliable ignition in vey cold conditions, typically below 0F. The CCI #34 primer has a thicker cup for additional margin against a slam fire in autoloading rifles and is also a magnum strength for reliable ignition in very cold climates.

Norma may be the only powder maker recommending use of a magnum primer in all rifle cartridges. Most other reloading manuals caution substituting a magnum primer for load tables developed with a standard LR primer. Here’s a page out of the Sierra manual.

I don’t think Goosic is doing anything unsafe, especially if he is following Norma published data for their powders and particular primer the loads were developed with.
Just something that those who are new to reloading should be aware of.
